Research: The Changing Government Workforce
The
Changing Government Workforce in States and Localities,
1990-1997, a research publication just released by the
Center for Women in Government & Civil Society, reports
both job gains and job losses for women. Between 1990 and
1997, when the size of state and local government workforces
overall declined by 3%, women's share of nonfederal public
sector jobs grew by a very slight margin (1.5 percentage
points) to 43.3%. Downsizing
hit the lowest paying jobs hardest, affecting both women
and men in those jobs. In the highest paid job category
-officials and administrators- all groups of women experienced
gains, except African American women who lost 5.3% of these
leadership posts. As professionals in government workforces,
women in all categories made substantial progress in the
proportion of jobs held. Catherine
White Berheide, professor of sociology, Skidmore College,
on sabbatical at the Center during 1999-2000 academic year,
is editor of the report; Judith Saidel, executive director,
is co-editor. The study was conducted with support from

the Public Record: Appointed Policy Makers in State Government:
Trend Analysis 1997, 1998, 1999
Headlines in
newspapers across the country ensured widespread dissemination
of research findings reported in the Center for Women in
Government and Civil Society's publication Appointed
Policy Makers in State Government: Trend Analysis, 1997,
1998, 1999, released last December.
On the positive side, the
appointments gap between women and men selected by governors
for top ranking posts closed by 1.5 percentage points. Still,
women appointees lag 40.4 points behind men. Very
little change in the race and ethnicity composition of
state-level appointed policy leaders overall occurred in
the last three years.
The
Appointed Policy Makers in State Government project is supported
by a multi-year grant from The Ford Foundation.
